Kerala has made major strides for facilitating the growth of B2G startups in the state. The Government of Kerala has introduced the first-of-its-kind initiative of providing direct procurement options to Government departments from startups, the first time by any State Government in India. This sprouts from the Kerala State IT Policy 2017 that formalised public procurement from startups.

Government Facilitation Mechanism

Government of Kerala has approved the direct purchase of Startup products from startups registered with Kerala Startup Mission upto a financial limit of Rs 20 Lakhs exclusive of Goods and Service Tax (GST) vide G.O.(Rt)No.36/20I8/SPD dt 17.09.2018.

This order allows the Government Departments to purchase startup product directly from the startup without any tendering process.

  1. Direct Procurement from startups

    A department may receive a proposal or may identify a product from a startup that is relevant for its use and would be interested in purchasing the same.

  2. Department Facilitation

    Kerala Startup Mission is approached by various Government Departments for the development of various solutions (hardware/software) based on the requirements arising within the department. These requests are met through a facilitation devised by KSUM.

    • Demand Day

      Demand Day is a program facilitated by Kerala Startup for Government Departments. The Demand Day is an exclusive opportunity given only to startups registered in Kerala to solve existing problems faced by various Government Departments.

    • Demo Day

      In order to showcase potential startup products for usage within the Government Departments , Kerala Startup Mission calls for Demo Day. The participants for the Demo Day includes Startups and various stakeholders of each department.

      KSUM showcases selected startup to each Department inorder help departments identify products that are of potential use to them.

  3. Innovation Zones

    Taking inspiration from the objectives and broad frameworks set forth in the Startup Policy, Kerala Startup Mission evolved a program to set up innovation centre with the objective of exploring new ideas and technologies which can be effectively developed and deployed by technology startups in the State within a department.
